Vietnam Science and Technology Exchange Platform: A Public–Private Partnership Driving Innovation
The Vietnam Science and Technology Exchange Platform is developed and operated under a public–private partnership (PPP) model. In this structure, the State invests in the core infrastructure, online platform, and shared databases of science and technology (S&T); provides policies supporting enterprises in technology trading through the platform; and ensures safety, transparency, and system synchronization.
Currently, in its first phase, the platform hosts information on: 600 technologies available for sale in the form of equipment and machinery; 50 technology purchase requests; 150 experts in consulting and technology brokerage.
The platform enables organizations, businesses, and individuals to display and introduce their technologies and equipment through online exhibition booths.
In the upcoming second phase, relevant agencies will expand and enhance the platform with additional features, including: Online interaction tools for technology supply and demand; Consulting and brokerage services; Statistical tools for transaction volume and value; Financial, intellectual property, and technology transfer consulting services. Furthermore, the platform will integrate and connect with national databases on science, technology, and innovation, and combine online and in-person exchange activities.
According to the Ministry of Science and Technology (MOST), since the 1990s, technology exchange models have flourished in the United States, Europe, and China. These exchanges have evolved from simple connection platforms into comprehensive institutions that integrate services such as technology assessment, valuation, legal consulting, financial advisory, quality standardization, and intellectual property management.
Notably, China’s Shanghai Technology Exchange (STEX), established in 1993, has grown from a small brokerage center into a core hub of Shanghai’s innovation ecosystem. As of 2023, STEX recorded over 4,000 technology transactions with a total value of approximately USD 60 billion.
This success clearly demonstrates the critical role of technology exchanges in connecting supply and demand, turning technology into a special type of commodity that can be transparently measured and transferred.
Vietnam now possesses the key conditions to develop such a technology trading ecosystem. From strategic directives promoting breakthroughs in science, technology, innovation, and digital transformation (Resolutions No. 57-NQ/TW and No. 193-NQ/TW), to the increasingly robust digital infrastructure and the urgent needs of enterprises for productivity improvement and technological innovation – all these factors provide a strong foundation.
Over the past decade, Vietnam has established and operated 22 local technology portals, while organizing large-scale technology connection events such as Techmart, Techconnect and Innovation, and Techfest. These initiatives have laid the groundwork for developing a national technology exchange model.
From international experience, it is evident that a technology exchange platform is not merely a technical tool, but a core institutional infrastructure that promotes innovation and the knowledge-based economy.
The establishment of the Vietnam Science and Technology Exchange Platform serves as an extended bridge linking research, production, and the market, creating a new growth driver that will play an essential role in modernizing Vietnam’s science and technology institutions and advancing the national economy toward higher-value development.
