The Institute is directly led by Mr. Do Ba Dan, MSc, who serves as the Director. With extensive expertise in science, technology, and digital transformation, he plays a pivotal role in shaping the Institute’s operational model and setting strategic research and application directions.
The collaboration between the Scientific Council, the Advisory Board, and the Executive Leadership forms a multi-tiered knowledge governance structure. This model integrates strategic foresight, academic peer review, and operational management. Such a co-creative structure enables the Institute to function under a system-oriented and adaptive coordination logic, allowing it to respond effectively to the demands of digital transformation in an increasingly volatile and complex environment.
By aligning science policy formulation with real-world technology deployment, the Institute maintains a strong capability in technology forecasting, while establishing a two-way feedback loop between theory and application.
